Said of persons who take the part for the whole. Judging the whole situation by only looking at minor details. Compare with 井底之蛙 (jing3 di3 zhi1 wa1) and 舍本逐末 (she3 ben3 zhu2 mo4).

zou3 ma3 kan4 hua1
Looking at the flowers while riding a horse.
To be forced to do something in a hurry. Have a quick look at something. Trying to get the full view of something in much too short a time. Alternative form: 走马观花 (zou3 ma3 guan1 hua1).
