A video game developer is a software developer (a business or an individual) that creates video games. A developer may specialize in a certain video game system, such as the Sony PlayStation 3, Microsoft Xbox 360, the Nintendo Wii, or may develop for a variety of systems, including personal computers.Some developers also specialize in certain types of games, such as RPGs or FPSs, an example of which would be Square-Enix who are mainly associated with the RPG genre. Some focus on porting games from one system to another. Some focus on translating games from one language to another, especially from Japanese to English. An unusual few do other kinds of software development work in addition to games.

ゲームクリエイター (game creator) はゲームの企画・制作・販売を行う人の総称。通常、コンピューターゲームについて使われる言葉である。今日では、ゲームに求められる内容や技術が高度化・専門化しているため、かつてのように1人でゲームを制作することは困難となっており、チームを組んで制作することが殆どである。 そのため、さまざまな職種のスタッフによる役割分担が行われ、効率的かつ戦略的に作られるようになった。 さらに、ゲームのジャンルも多様化しているため、必要なスタッフの数や比率は製品の規模によって大きく変化する。ゲームクリエイターという用語はそれほど古くから定着していたわけではなく、1990年代後半に花形職業としてもてはやされた頃から一般化した。この当時は、一部の著名クリエイター（飯野賢治、鈴木裕、広井王子ら）がテレビや雑誌に露出し、「ゲームクリエイター」が若者の希望職種の上位にあげられるなどの現象がみられた。
