法治
法治（Rule of Law），是指在某一社會中，法律具有凌駕一切的地位。所謂『凌駕一切』，指的是不單止任何人都必需遵守、甚至是管治機構的包括制訂者和執行者本身亦需要，而法律本身亦被賦與一個非常崇高的地位，不能被輕慢。政府（特別是行政機關）的行為必須是法律許可的，而這些法律本身是經過某一特定程序產生的。即，法律是社會最高的規則，沒有任何人或機構可以凌駕法律。
