In public relations and communication science, publics are groups of individuals, and the public (a.k.a. the general public) is the totality of such groupings. This is a different concept to the sociological concept of the Öffentlichkeit or public sphere. The concept of a public has also been defined in political science, psychology, marketing, and advertising. In public relations and communication science, it is one of the more ambiguous concepts in the field. Although it has definitions in the theory of the field that have been formulated from the early 20th century onwards, it has suffered in more recent years from being blurred, as a result of conflation of the idea of a public with the notions of audience, market segment, community, constituency, and stakeholder.

Der Público ist eine portugiesische Tageszeitung, die in Lissabon, Porto, Coimbra und Braga mit verschiedenen Lokalteilen erscheint. Sie wurde 1989 als gemeinsames Projekt einer Gruppe portugiesischer Journalisten und der Investorengruppe Sonae gegründet. Sie hat eine tägliche Auflage von etwa 60.000 Exemplaren und gehört zu den bedeutendsten Zeitungen in Portugal.

公共とは、私（private）や個（individual）に対置される概念で英語のパブリック（public）を翻訳した言葉である。ここで注意しなければいけないのは、公共とは私や個と相反するものではなく相互補完的な概念であるということである。例えば、村に一つの井戸を村人総出で掘って共同利用することは、きわめて公共性の高い活動であり、結果として、個人にも私人にも恩恵をもたらす。しかしそのことが個人で井戸を私有することを否定するわけではない。個人私有よりも共同所有の方が合理的だという個々人の合意が形成されてはじめて、共同井戸が成立するのである。つまり私、個の利益を追求したとき、全体の利益を考えた方が合理的であるという結論にたどり着くという点で、最初から全体の利益を優先して、個を軽視する全体主義とは異なる概念である。このことはヨーロッパにおける共同体の成立に個人主義が前提となったことの証左でもある（参照：社会的ジレンマ）。河川湖沼や交通機関など個人私有よりも共同所有が合理的と考えられるものを国や地方自治体の所有として共同管理するのも同様の考え方である。共同体（国、都道府県、市町村など）の構成員、参加者としての個人を、私人としての個人と区別する意味で、市民、公民（citizen）と呼ぶ。国会議員、県会議員 市町村会議員は市民の共通利益を代弁するために公選された役人（public elected officials）であり、公務員は市民の利益に奉仕する公僕（civil servant, public servant）である。また、市民が共通の関心を要する出来事を知ったり、議員や公務員の活動を監視するための情報媒体であるマスメディアは公器（public organ）と呼ばれ、強い公共性が要請される。
