A public utility (usually just utility) is an organization that maintains the infrastructure for a public service (often also providing a service using that infrastructure). Public utilities are subject to forms of public control and regulation ranging from local community-based groups to state-wide government monopolies. (Common arguments in favor of regulation include the desire to control market power, facilitate competition, promote investment or system expansion, or stabilize markets. In general, though, regulation occurs when the government believes that the operator, left to his own devices, would behave in a way that is contrary to the government’s objectives.)

Ein Öffentliches Versorgungsunternehmen (engl. public utility) ist ein Unternehmen, welches Infrastruktur für die öffentliche Daseinsvorsorge vorhält und die damit verbundenen Dienstleistungen erbringt. Öffentliche Versorgungsunternehmen können sich im Privatbesitz oder im öffentlichen Besitz befinden. Sie treten häufig als Natürliche Monopolisten auf und befinden sich dann in öffentlicher Trägerschaft (d.h. sie gehören direkt oder indirekt dem Staat), oder - falls sie private Eigentümer aufweisen - unterliegen sie häufig speziellen Sektor-Regulierungen.

Le terme travaux publics s'applique, par opposition aux travaux privés, aux infrastructures publiques :

• travaux routiers, ferrés, fluviaux ou portuaires ainsi que les ouvrages liés (ponts, quais, etc.),
• réseaux divers, notamment assainissement et eau potable, avec les usines de traitement associées.

Certains bâtiments de très grande taille sont considérés comme des ouvrages de travaux publics (aéroports, centrales nucléaire, ouvrages militaires, ...).

Uma utilidade pública é uma empresa que mantém e administra a infraestrutura de um dado serviço público - como abastecimento de água potável ou geração e distribuição de eletricidade, por exemplo. Estas empresas são frequentemente estatais, ou seja, de propriedade do governo. Muitas vezes, elas possuem um monopólio natural sobre o setor que elas operam.
