ombudsman

An ombudsman (English plural: ombudsmans or ombudsmen) is an official, usually (but not always) appointed by the government or by parliament, who is charged with representing the interests of the public by investigating and addressing complaints reported by individual citizens. In some jurisdictions, the Ombudsman is referred to, at least officially, as the 'Parliamentary Commissioner' (e.g., the West Australian state Ombudsman). The word ombudsman and its specific meaning, Swedish in origin, have since been adopted in to English as well as other languages, and ombudsmen have been instituted by other governments and organizations such as the European Union.

Ombudsman désigne dans de nombreux pays l'équivalent de la fonction de médiateur de la Républiquedans plusieurs pays francophones ou de défenseur du peuple dans des pays hispaniques, ou encore de défenseur du citoyen ou bien encore ombudsman parlementaire. Le champ de compétence d'un ombudsman porte sur des différends de type administratif dans le secteur public ou privé. A la différence d'un médiateur, le recours à un ombudsman est gratuit.

Ombudsman (szw. rzecznik) - określenie pochodzące z języka szwedzkiego, określające niezależnego urzędnika, do którego można się odwoływać po wyczerpaniu możliwości prawnych.Powołany po raz pierwszy w Szwecji w 1809 roku jako kanclerz sprawiedliwości. Jego podstawową kompetencją było kontrolowanie działania administracji. W XIX w. osłabienie pozycji monarchy na rzecz parlamentu wzmocniło rolę Ombudsmana w Szwecji.Do lat 20. XX w. tylko Szwecja miała taką instytucję.

L'ombudsman (o difensore civico) è una figura di garanzia a tutela del consumatore, che ha il compito di accogliere i reclami non accolti in prima istanza dall'ufficio reclami del soggetto che eroga un servizio. Il termine deriva da un ufficio di garanzia costituzionale istituito in Svezia nel 1809. Letteralmente esso significa "uomo che funge da tramite".In Italia è utilizzato, in particolare, in ambito bancario. Pur essendo previsto nella pubblica amministrazione dalle leggi 59 e 127 del 1997 (le cosiddette leggi Bassanini) esse non hanno avuto ancora una realizzazione compiuta per quanto riguarda il difensore civico.
