(n.) = crackdown ; offensive.
Ex: As part of the worldwide revulsion against the fierce crackdown of peaceful dissidents now occurring in Cuba, the U.S. Congress has voted 414-0 to condemn the Cuban government for raiding 22 libraries.
Ex: A spoiling attack in military terms is when one side attacks the other while it is preparing to launch an offensive in hopes that its attack will disrupt and or permanently delay the inevitable.
