v. marginalize, put in a position of secondary importance

to leave out of the center of the text and (metaphorically) to put in the margin.  Minority voices are often marginalized in this way.  But the term can also be used more broadly to include the voices of people who are to shy or insecure to bring their concerns to center stage.  Often this term is used in the phrase marginalized voices.
