Gobierno
El gobierno (del griego κυβερνάω "pilotar un barco"), en general, consiste en la conducción política general o ejercicio del poder del Estado. En sentido estricto, habitualmente se entiende por tal al órgano (que puede estar formado por un Presidente o Primer Ministro y un número variable de Ministros) al que la Constitución o la norma fundamental de un Estado atribuye la función o poder ejecutivo, y que ejerce el poder político sobre una sociedad.

gobernar
(v.) = govern ; rule over ; hold + sway (over) ; reign ; rule.
Ex: It is not sufficient merely to describe the processes that govern the creation and generation of indexing and abstracting data.
