A county town is a county's administrative centre in the United Kingdom or Ireland. County towns are usually the location of administrative or judicial functions, or established over time as the de facto main town of a county. The concept of a county town eventually became detached from its original meaning of where the county administration is based (see County halls below). In fact, many county towns are no longer part of "their" administrative county. For example, Nottingham is administered by a unitary authority entirely separate from the rest of Nottinghamshire. Many county towns are in fact cities, but all are referred to as county towns irrespective of whether city status is held or not.

Der Verwaltungssitz beschreibt im Verwaltungsrecht den Ort, von dem aus das zu verwaltende Gebiet (der sog. Verwaltungsbezirk) verwaltet wird. Der Verwaltungssitz besitzt regelmäßig eine besondere Infrastruktur. Damit ist anders als in anderen Staaten im deutschen Organisationssystem keine Bindung an eine besondere Verwaltungsform wie Landkreis oder Gemeinde zu verstehen. Je nach Formung des Gebietszuschnitts wird in der Regel entweder der größte Ort aus diesem Gebiet oder aber ein möglichst zentraler Ort gewählt, um die infrastrukturellen Maßnahmen optimal umzusetzen.

Un capoluogo di contea è il centro amministrativo di una contea. In Inghilterra, Galles e Irlanda, viene chiamato county town. Questo termine è ancora utilizzato colloquialmente in Scozia e Irlanda del Nord, pur non essendo più divise in contee: sono divise, invece, rispettivamente, in regioni (regions) e distretti (districts). Negli Stati Uniti d'America per indicare il capoluogo di contea solitamente si usa il termine county seat. Nel New England e nelle Province Marittime del Canada, viene utilizzato anche il termine shire town, che però è usato ufficialmente solo nello stato del Vermont. Le contee vengono poi chiamate parishes in Louisiana, e boroughs in Alaska: in questi stati, i capoluoghi amministrativi di contea sono pertanto definiti rispettivamente parish seat e borough seat. La provincia canadese dell'Ontario, in aggiunta alle contee, ha anche dei distretti territoriali (territorial districts), delle municipalità regionali (regional muncipalities) e una municipalità metropolitana (metropolitan municipality), che sono in pratica equivalenti alle contee in quanto svolgono le medesime funzioni amministrative.

Una ciudad condado (county town en inglés) es la "capital" de un condado de los Reino Unido o de Irlanda. Las ciudades condado son normalmente la ubicación de las funciones administrativas o judiciales, o la ciudad principal de un condado el tiempo establecido. Finalmente, el concepto de una ciudad condado fue separado de su significado original de administrador del condado en el que se basa. De hecho, muchas ciudades condado son ciudades (city), pero son conocidas como ciudades (town) condado independientemente de si el status de ciudad se cumple o no.
