council-manager government

The council-manager government is one of two main variations of representative municipal government in the United States. This system of government is used in the majority of American cities with populations over 12,000. (for contrast, see Mayor-Council government). Die Stadtvertretung ist das von den Bürgern einer Stadt für eine bestimmte Zeit gewählte Verwaltungsgremium. Je nach Bundesland bzw. je nach Kommunalverfassung wird dieses Gremium auf vier oder 5 Jahre gewählt und kann je nach Land auch verschiedene Bezeichnungen haben. Die häufigste Bezeichnung ist Stadtrat bzw. Gemeinderat. Weitere Bezeichnungen sind Bürgerschaft (meist in ehemaligen Hansestädten), Rat der Stadt oder Stadtverordnetenversammlung, deren Mitglieder Stadtverordnete genannt werden. In Mecklenburg-Vorpommern hat dieses Gremium jedoch meist keine besondere Bezeichnung und heißt lediglich „Stadtvertretung“.

シティー・マネージャー制（－せい、the Council-manager government）は地方行政システムの、大きく分けて二つある方式のうちの一つで、アメリカ合衆国などの国で採用されている。もう一方の地方行政システムは市長制である。市長を行政の主体とする市長制と違い、市議会がシティー・マネージャー（以下、マネージャー）を任命し行政を任せることから日本ではシティー・マネージャー制、あるいは市支配人制（ししはいにんせい）などと称される。シティー・マネージャー制の元では、市議会は政策の決定、条例の制定、予算の認定、マネージャーの任命を行う。この制度のもとでは、市長（あるいはそれに相当する責任者）は、非常に儀礼的な仕事や市議会の議長的な行為を行うことがおおい。
