coalition government

A coalition government, or coalition cabinet, is a cabinet of a parliamentary government in which several parties cooperate. The usual reason given for this arrangement is that no party on its own can achieve a majority in the parliament. A coalition government might also be created in a time of national difficulty or crisis, for example during wartime, to give a government the high degree of perceived political legitimacy it desires whilst also playing a role in diminishing internal political strife. In such times, parties have formed all-party coalitions (national unity governments, grand coalitions). If a coalition collapses a confidence vote is held or a motion of no confidence is taken.

Un gouvernement de coalition est un gouvernement parlementaire constitué par des membres de plusieurs partis qui ont accepté de coopérer ensemble. La raison habituelle d'un tel arrangement est qu'aucun parti seul n'a suffisamment de députés pour constituer une majorité au parlement. Également, en temps de crise comme une guerre ou une crise politique ou économique majeure, des partis peuvent former un gouvernement d'unité nationale, ou une grande coalition.

Eine Koalitionsregierung ist ein Parteienbündnis, das abgeschlossen wird, um eine Regierung zu bilden und auf der Basis inhaltlicher und personeller Vereinbarungen parlamentarisch zu unterstützen. Diese nach Koalitionsverhandlungen in einem Koalitionsvertrag festgehaltenen Vereinbarungen gelten immer für eine Legislaturperiode.

連立政権（れんりつせいけん）とは、2つ以上の政党からなる連合政権の一形態。連立内閣（れんりつないかく）などとも言う。多くの場合議院内閣制をとる国で、どの政党も議会内において単独で多数（過半数）を制し得ないときに成立する。また政党システムが二大政党制となっている場合には一政党が単独で過半数を制することが多いので成立しにくいが、多党制となっている場合には単独政党では過半数に及ばないことが多いので成立しやすい。
