The TNC is the steering group which manages the Uruguay Round negotiations.
The TNC is comprised of all countries participating in the current
negotiations (that is, it is not limited simply to members of the GATT).
Functioning at the non-ministerial level, the TNC serves as a vehicle for
transparency.
