A quick snap of the camera from one object to another. This high speed movement causes the image to go completely blurry. Imagine yourself in the center of a merry-go-round that's moving really really fast. Aside from making you totally dizzy, the world becomes a blur, swished out in the movement, like a giant and constant swish pan. Cuts are often hidden in swish pans.
