Waterfront area which 1) Is identifiable with a Standard Metropolitan Statistical Area (SMSA) as defined by the U.S. Bureau of Census, 2) Has 10 or more commercial terminal facilities located within a reasonable distance of the general area, 3) Is served by at least two Class I railroads, and 4) Is served by at least five interstate or U.S. highways.
