Bei einer Okkupation oder Besetzung (je nach Kontext auch Besatzung) wird in einem bevölkerten Gebiet die vorhandene Staatsgewalt durch einen externen Machthaber auf dessen Initiative durch die seinige ersetzt. Dies geschieht meist mit militärischen Mitteln.
