Hugo Grotius (Huig de Groot, or Hugo de Groot; Delft, 10 April 1583 –  Rostock, 28 August 1645) worked as a jurist in the Dutch Republic and laid the foundations for international law, based on natural law. He was also a philosopher, Christian apologist, playwright, and poet.

On désigne par eaux internationales ou par haute mer, ce dernier terme étant le seul employé en droit de la mer, les zones maritimes qui ne sont sous la dépendance d'aucun État (par opposition aux eaux sous juridiction d'un État côtier). Die Hohe See umfasst nach Artikel 86 des Seerechtsübereinkommens von 1982 (SRÜ) alle die Teile des Meeres, die nicht zur ausschließlichen Wirtschaftszone, zum Küstenmeer oder zu den inneren Gewässern eines Staates oder zu den Archipelgewässern eines Archipelstaats gehören. Sie sind damit frei von der Ausübung staatlicher Hoheitsgewalt. Der Name beruht auf der optischen Täuschung, dass die See vom Betrachter am Ufer zum Horizont hin scheinbar in die Höhe geht.

Hugo Grocjusz, Hugo Grotius, Huig de Groot (ur. 10 kwietnia 1583 w Delft, zm. 28 sierpnia 1645 w Rostocku), holenderski prawnik, filozof i dyplomata.Hugo Grocjusz był wyjątkowo zdolnym dzieckiem, o czym świadczy fakt, że nauczył się czytać w wieku dwóch lat, a doktorat z prawa uzyskał w 1598 roku, gdy miał lat piętnaście. W 1601 roku został historykiem Stanów Holenderskich, a w 1613 roku radnym miasta Rotterdam. W 1618 roku został aresztowany za działalność wymierzoną przeciwko księciu Maurycemu Orańskiemu i skazany rok później na dożywotnie więzienie. W 1620 roku zdołał jednak uciec do Antwerpii. Potem udał się do Paryża, gdzie przez dziesięć lat był doradcą dworu francuskiego. Od roku 1634 aż do śmierci był szwedzkim ambasadorem w Paryżu.
