lead agency
Designated among US Government agencies to coordinate the interagency oversight of the day-to-day conduct of an ongoing operation. The lead agency is to chair the interagency working group established to coordinate policy related to a particular operation. The lead agency determines the agenda, ensures cohesion among the agencies, and is responsible for implementing decisions. (JP 3-08)

Lead Agency
For the purposes of conducting an environmental review, the agency with the primary responsibility for approving or funding a project is the lead agency. The lead agency conducts the review, notifies other involved agencies and issues the determination of the environmental impact of the proposed action.
