Strong on the outside but shrivelled on the inside.
Like a paper tiger. Powerful in appearance, but hollow inside. Compare with 金玉其外,败絮其中 (jin1 yu4 qi2 wai4, bai4 xu4 qi2 zhong1) and 华而不实 (hua2 er2 bu4 shi2).

Describing a person who is outwardly strong and mighty, but inwardly weak and timid. An ass in a lion's skin. Compare with 狐假虎威 (hu2 jia3 hu3 wei1).
