Hoshin Kanri (also called Policy Deployment or Hoshin Planning) is a strategic planning methodology, developed by Dr.
Yoji Akao, that uses a
Shewhart cycle (Plan-Do-Check-Act) to create goals, assign them measurable milestones, and assess progress against those milestones. It has been referred to as a
Deming-based system because it measures the performance of the system as a whole, based upon the sum of the performance levels of its individual units.
