"Jutting out". Officially, there are no more than two rikishi at each of the four top ranks. Sometimes, there are more by merit. (For example, 3 Ozeki s). When this occurs, those with the least impressive performance in the preceding tournament are considered "addendums", and listed on the part of the banzuke that "juts out" to either side (east and west)
