Die Handlungsvollmacht ist in Deutschland jede von einem Kaufmann für sein Handelsgeschäft erteilte Vollmacht (Umfang beschrieben in  HGB), die nicht Prokura ist. Sie erstreckt sich also nicht auf außergewöhnliche Tätigkeiten, sondern lediglich gewöhnliche Tätigkeiten, die im täglichen Geschäftsverkehr ausschließlich für einen Geschäftszweig des Handelsgewerbes anfallen.
