Enacted by Congress on 10 August 1971, it gave the Coast Guard the authority to establish comprehensive boating safety programs, authorized the establishment of national construction and performance standards for boats and associated equipment and created a more flexible regulatory authority concerning the use of boats and associated equipment. Amended by the Recreational Boating Safety and Facilities Improvement Act of 1980 aka The Recreational Boating Fund Act of 1980 (The Biaggi Act) which provided financial assistance, in part through motorboat fuel taxes, for State recreational boating safety programs. Now recodified as Chapter 43 of Title 46, United States Code.
