Police brutality is a term used to describe the excessive use of physical force,
assault, verbal attacks, and threats by
police officers and other law enforcement officers. The term may also be used to apply to such behavior when used by
prison officers. Widespread, systematic police brutality exists in many countries, even those which prosecute it. Brutality is one of several forms of
police misconduct which include
false arrest,
intimidation,
racial profiling,
political repression,
surveillance abuse,
sexual abuse, and
police corruption.

A law enforcement officer has the right to use such force as is reasonably necessary under the circumstances to make a lawful arrest. An unreasonable seizure occurs when a law enforcement officer uses excessive force in making a lawful arrest.
Whether force is reasonably necessary or excessive is measured by the force a reasonable and prudent law enforcement officer would use under the circumstances.
