EFFECTIVE PRECIPITATION (or Rainfall)

That portion of precipitation which remains on the foliage or in the soil that is available for Evapotranspiration, and reduces the withdrawal of soil water by a like amount. As described by the U.S. Bureau of Reclamation, that part of the precipitation falling on an irrigated area that is effective in meeting the Crop Consumptive Use requirements.
