Council of Europe
The Council of Europe is an international organization promoting co-operation between all countries of Europe in the areas of legal standards, human rightsdemocratic development, the rule of law and cultural co-operation. It was founded in 1949, has 47 member states with some 800 million citizens, and is an entirely separate body from the European Union (EU), which has only 27 member states. Unlike the EU, the Council of Europe cannot make binding laws. The two do however share certain symbols such as the flag of Europe. The Council of Europe has nothing to do with either the Council of the European Union or the European Council, which are both EU bodies.

The CoE was established 5 May 1949 to promote increased unity and quality of life in Europe. It is located in Strasbourg, France.

The Council of Europe
This is not an EU institution. It is an intergovernmental organization based in Strasbourg and it aims (amongst other things) to protect human rights, to promote Europe's cultural diversity and to combat social problems such as xenophobia and intolerance. The Council of Europe was set up in 1949 and one of its early achievements was to draw up the European Convention on Human Rights. To enable citizens to exercise their rights under that Convention it set up the European Court of Human Rights.
