The Council of the Baltic Sea States (CBSS) is an overall political forum for regional intergovernmental cooperation which addresses the five priority areas of the environment, economic development, energy, education and culture, civil security and human dimension, including trafficking in human beings.

Der Ostseerat (engl.: Council of the Baltic Sea States, CBSS) ist eine im Jahre 1992 in Kopenhagen (Dänemark) gegründete Internationale Organisation mit dem Ziel der wirtschaftlichen, politischen, kulturellen und umweltpolitischen Kooperation der Anrainerstaaten der Ostsee sowie Norwegens und Islands. Als Initiatoren gelten die damaligen Außenminister Deutschlands und Dänemarks, Hans-Dietrich Genscher und Uffe Ellemann-Jensen.

Le Conseil des États de la mer Baltique naît entre 1989 et 1992 à l'initiative des ministres allemands et danois des affaires étrangères, Hans-Dietrich Genscher et Uffe Ellemann-Jensen.

Rada Państw Morza Bałtyckiego, CBSS (Council of the Baltic Sea States) – organizacja międzynarodowa powstała z inicjatywy rządów Polski i Szwecji, które w dniach 2-3 września 1990 roku przyjęły na konferencji w Ronneby w Szwecji Deklarację Morza Bałtyckiego. W dniach 5 - 6 marca 1992 na konferencji ministrów spraw zagranicznych w Kopenhadze powołano do życia Radę Państw Morza Bałtyckiego. Rady Państw Morza Bałtyckiego nie należy mylić z Radą Bałtycką, która jest politycznym związkiem Litwy, Łotwy i Estonii.
