Communauté d’agglomération

An agglomeration community (French: communauté d'agglomération) is a metropolitan government structure in France, created by the Chevènement Law of 1999. It is the second most integrated form of intercommunality after the urban community. Agglomeration communities consist of a commune of at least 15,000 inhabitants (or a prefecture with less than 15,000 inhabitants) and its independent suburbs.

En France, la communauté d'agglomération est un établissement public de coopération intercommunale. Par la population comme par le degré de coopération, elle se trouve à un niveau intermédiaire entre la communauté de communes et la communauté urbaine.

Eine Communauté d’agglomération ist eine Form des Gemeindeverbandes in Frankreich.Im Gegensatz zur Communauté de communes, die von französischen Gemeinden (communes) beliebiger Größe gebildet werden kann, muss eine neugebildete Communauté d’agglomération nach der derzeitigen, seit 1999 geltenden Rechtslage mindestens 50.000 Einwohner haben und eine Gemeinde mit mindestens 15.000 Einwohnern oder einen Départementshauptort als Zentrum haben. Die Metropolregionen um die größten Städte wiederum können eine Communauté urbaine bilden. Es existieren allerdings vor 1999 gebildete Communautés d’agglomération, die die genannten Voraussetzungen nicht erfüllen, sowie vor 1999 gebildete Communautés urbaines, die heute nur Communautés d’agglomération werden könnten.

La Comunidad de aglomeración (Communauté d'agglomération) de Francia, es una entidad territorial de Francia, intermedia entre la comunidad urbana y las mancomunidades (communauté de communes). Se rige por la llamada Ley Chevènement, 99-586 de 12 de julio de 1999 y para su formación debe agrupar un mínimo de 50 000 habitantes en torno a un núcleo central de al menos 15 000 habitantes.

Una aglomeración urbana es una región urbanizada que se extiende sin solución de continuidad a lo largo de varias circunscripciones administrativas; normalmente comprende una ciudad central y pueblos o ciudades satélite a los que ésta ha absorbido en su crecimiento. Los aglomerados tienden a constituirse alrededor de los grandes centros administrativos o económicos.

Communauté d'agglomération är ett samarbetsorgan för kommuner som ligger i storstadsregioner i Frankrike. Det utgör ett ramverk inom vilket specifika frågor behandlas gemensamt mellan kommunerna. För att få ingå i ett Communauté d'agglomération ska en kommun ha en population om minst 15 000 och ingå i ett storstadsområde om minst 50 000 invånare.
