The Azerbaijan Democratic Republic (ADR; Azerbaijani: Azərbaycan Xalq Cümhuriyyəti) was the first democratic and secular republic in the Muslim world (pre-dating the Republic of Turkey). It was founded on May 28 1918 by Azerbaijani National Council in Tiflis . Because Baku was under Bolshevik control, Ganja was chosen as the temporary capital of the Republic, and Fatali Khan Khoyski became its first prime-minister .
