La amnistía (del griego amnestia, olvido) es una causa de extinción de la responsabilidad penal. Es un acto jurídico, normalmente emanado del poder legislativo, por el que una pluralidad de individuos que habían sido declarados culpables de un delito pasan a considerarse inocentes por desaparición de la figura delictiva.
